When to Use

Any production agent should have reliability policies. Circuit breakers prevent hammering a failing provider. Retry budgets handle transient errors. Fallback chains ensure availability when a provider goes down.
Layer all three for maximum resilience: retry transient failures, trip the circuit on persistent failures, and fall back to an alternative provider.
